320d mpg drop

I recently changed the thermostats on my 320d as the running temp was not getting above 72 degrees.

The MPG rose to about 45mpg (combined).

I then decided to clean the EGR valve, it was absolutely caked with carbon. I put it back on the car and the car felt horrendous. Really sluggish. I've got a feeling it is seized.

I've disabled the EGR now and the car drives fine but I'm struggling to get the MPG above 40. Is this normal for a disabled EGR?
