Guys, I can't even remember what it supposed to look like behind the center cap /rims.

This is my rear, seriously rusted let me know what you think I should do

Northeast-yes. Despite care taken to always rinse. The center caps trap water inside them.

Rust is bad.....spray some pb blaster to dissolve rust and see what metal is left over...then if material looks ok just keep it oiled up.

That's bad. Clean it up and replace what needs to be replace, then grease the crap out of it.
