reprogram ECU from with www.bmwtechinfo.com

Is it possible to reprogramme my ECU with the proper cable from http://www.bmwtechinfo.com/ web site? I would like convert my cluster display from US to Canada and to update whatever else is required?

Also oneone have a cheap source for the required cable?

That's just a resource website. You can not connect a website to a car, with or without a cable
