What is missing here?

This is on the left (drivers) front shock tower. Three holes here. Can't imagine this was open like this from factory. Any ideas?

Secondary coolant pump.

The NA 2009 had them, possibly 2010. 2011 NA models do not hence the hole in your car.

I had wondered the same thing but it looked to uniform to be a hack job by a previous owner so I just overlooked it.
