Regardless of speed (which was a 50mph zone with reduced lane widths) it was on a motorway where HGV cannot use the outside lane.

That's the main issue to me, the outside line (reduced width) is not wide enough for HGVs as they're not allowed to use it in the first place.

Also, his speed limiter must be tampered with, no way he is doing 56mph max!!

I don't see what's the big deal is. His minding his own busines and he did not affect your driving in any way. He was not holding up traffic either.
