Turbo life and water pump issues

I just replaced my dead water pump and it got me thinking about the possible effect of what a weak water pump can have on our turbos.

I started noticing some turbo wine as my turbos would spool up. I never heard that before in my car, but the wife’s Saab always would wine. Anyways a month after my turbos started to wine my water pump died. Very common for 90k miles, but it got me thinking about an underperforming pump not supplying enough coolant to the turbos. Anyone experience this or is it normal for our turbos to start to wine? I have been pushing them hard for years, but nothing has changed for a while.

I was also thinking that if you buy upgraded turbos, whether it would be a good idea to replace the water pump to be safe?
