Waste gate flapper, weird?

So thinking through this, if I pull my down pipes off, should the actuator put enough pressure on the flapper so it is in the closed position?

I suppose the same could be asked of a turbo sitting on a bench, should the flapper be totally close when it's at rest?

No. It's totally open at rest. Vacuum in the actuator causes it to close.
