is this guard always loose?

i changed my halogen low beam today , and when i reinstalled the spash guard looking thing, i see that even when i tighten it , is still kinda loose? is this correct? also, i see that it does not completely seal the wheel well area.. wont that created water damage to the headlight ???

this guard

Also, im pretty anal about things, i accendentally touched the aftermarket halogen bulb to the edge of the metal clip.. I inspected it and did not notice any deep scratches,, would this effect the life of the halogen?

lastly, even if i touched or scratch the halogen bulb, my chances of the wires of melting is zero right? *the bulbs are rated at 55w 12v)

thanks

Mine is fairly loose, but its not going anywhere. Don't worry about it.

ya just 5 mins ago, i went and reinstalled the flap.. the top now is "sealed' but there is two little holes on the bottom of the flap still.. I'm guessing the flaps are just to block some of the water from coming into the car?
