Front spring pads wonky?

I am installing the springs onto my new koni fad struts and on both springs, the spring pad keeps wanting to push out in the identical spot. Is this normal? If not what can I do to get right. Thanks.

I've tried compressing the springs and getting them back but the pad keeps pushing out. The pads have only 14k miles on them, they are in. Very good shape. Guess I'll pull the entire thing apart
