might just be heavily traveled by large vehicles with trailers and it keeps them from cutting it too short. seems stupid. can you imagine a drunk driver trying to navigate that?

he crosses the yellow line multiple times, but that's what i see all the motorcycles and Subarus do as well

I get what they were going for but that can't be that much, if at all, safer than having the cars stay on the same side of the road the entire time.

There's a comment from a guy in Ladakh who explains the concept...

The ascents are steep and the hairpins impossible to navigate for heavy vehicles on the inside of the curve - heck even SUVs and lighter vehicles like my hatchback would often struggle to go around these along the steeper inner edge. The thin air at that altitude makes it worse as your engine just can't output the same amount of torque. The only way to go around these without stalling is to approach them with some momentum, which forces you to take the wider/flatter/longer/outer lane while climbing. Vehicles descending usually spot an ascending vehicle, drive to the tighter/inner lane and stop till the ascending vehicle has passed. Edit: Thanks for the gold!
