Does the secondary cat on a 2008 bmw 328i have an o2 sensor?

No. First O2 sensor is on the manifold before the primary cats and the second O2 sensor is after the primary cats and before the secondaries.

There are simply no such things on Euro spec cars, as far as I know the emission rating of several states are the strictest in the world, second cats are similar to the carbon filter found in the N52 air box, they're pretty much useless.
It's already a EURO V emission rating car! How bad could it be? I personally against the catless thing because such exhaust probably produces 100 times more NOx/CO. But without secondary cats this car still satisfy EURO V which is a very strict standard already.

n52 is euro 4.

It depends on the year, a 06 E90 is rated EURO III in China because they Euro IV is not introduced to China until 2008.
And also there are no Euro V E90 available in China, where an 2011 E90 330i in Europe is already EURO V, same reason as above.
It is is just a standard, it's a Euro IV car from the beginning but it's also capable to satisfy EURO V. The engine remains the same.
