Bumper Paint Cleaner

Hey all, any suggestions for a really good paint cleaner that can get what looks like stained in marks in your paint. Almost looks like old oil/grease/dirty stains that basic cleaners don't get out. They are on my rear bumper mainly, looks ugly and dirty when up close.

Have you tried claying or iron removal first?
