Can't help you in Chicago, but road force is the way to go if you're not having success with conventional balancing. The place I hit down here charged me about $100, but solved my problem. Said I had a high spot in two of my tires. They have too much tread left to replace and too old to claim warranty.

The best tool for answering this question I've found is tirerack.com. Search for installers in your area, narrow by road-force balance, and it will list everyone, their prices, and reviews. There are easily errors of omission, but it should help a bit.

As posted above, tirerack has a "basic" list, that is not all inclusive.
If a tire shop road force balances and has that equipment, they typpically adverstise they do - check out different tire shops websites and just call around and ask.

Tire rack didn't list one of the best tire shops in my area, but they do road force balancing and have one of the latest and greatest machines - they advertise the hell out of it too.

I only get my wheels/tires road force balanced. I wouldnt get tires mounted any other way. Its worth the few extra dollars, but my local shop charges the same price as other shops - $20-25 a wheel/tire.
