pressure test problems

hey guys so I was hoping for some advice from you guys. I have been dealing with the dreaded 30ff code for awhile now. Let me give you some background first. I have upgraded catless downpipes, intercooler, chargepipe, bov, dci,mhd stage 2 then a whole bunch of new maintenance items. Im getting the 30ff code whenever i go WOT in second gear and on. So far i have replaced all my vacuum lines and my boost solenoids. I preformed a smoke test and fixed a few leaks that i found but i still didnt help so i decided to preform a pressure test. After i first hooked up to my front turbo inlet, the the rear turbo inlet closed off with a pvc pipe i found a few leaked at my pcv caps and my blow off valve line to the throttle body. I went ahead and fixed those, but i could not get past 3 psi on the gauge and started to get really frustrated. I preceded to go underneath the car and check to see if i noticed any leaking. All the intercooling piping seemed fine but i heard pressure escaping out of my downpipes. This is were my question lies. Is there suppose to be pressure going throuh there during this test. Does this mean my turbo seals are blow? I am not throwing any oil out the exhaust except for a few sprits at start up and no smoking at all except for the the first start up after this test. Has anyone had this issue before? Thanks in advance guys for the help!

Maybe possible wastegate stuck open? I might be wrong but I believe the wastegates should be closed when the car is off.
