INPA FRM ERROR D_KBM no response from controlunit

im trying to fix my frm module i had a FRM2 and i tried that with the OBD cable i got the "no response" msg and i pluged in a FRM3 and then another FRM3 and got both the same msg the cable can read the instrument cluster

im not sure if its my cable because on the main screen my Ignition keeps flashing on and off i have my cable configured properly
SP daten v68
5 time reinstalling windows and all software
year of build is 2006

i have no clue if its my cable or FRM

i now found out that for some reason 2 of my 3 FRM fuses are missing which leads me to question how my FRM worked before
