Haha I've been following these otters for a year now. They are popular pets in Japan, along with ducks. Damn mesmerizing watching them play. It's definitely stress relief.

I think they are sugar gliders. They're fairly common as pets.

Military? Although I really love Japan and have enjoyed the time I've spent there (not military), I always got bummed out at the pet cafes, especially the owl ones. Sad to see them chained

No, what I saw were actual flying squirrels, not sugar gliders. Quite different.

No, lived and worked there many years ago (90s), not military. I never went to pet cafes back then. Yeah I would have mixed feelings on some of that as well.
