Oil in coolant

I have a 320d E91 2.0 from 2011. I've had it for 13 months, and have had to ad about a liter of engine oil every month. It primarily ends up in the top of the cooler expansion tank on top, where I pump it out from time to time. Then I change coolant when I change the oil.

I have changed the oil cooler that includes oil filter on this model, but it wasn't enough. Sometimes the fan starts, even in really cold weather, I assume that could be oil in the coolant, so it doesn't cool the engine enough?

I know it could possibly be the headgasket, but it hasn't gotten any better or worse in those 13 months. Can it be other things than the headgasket? No coolant in the oil, and like I said, oil cooler already changed.
