Is this a coolant leak and should I be concerned?

I noticed between this Spring and last summer I had lost some coolant so I topped it off and found this potential leak. I think its coolant but I am not certain. Its on the front left bottom of the engine bay. It appears to be a rubber hose connected to a plastic downpipe. Its not related to the AC as the weeping occurs even if the AC is off. Wondering if I should wrap the rubber hose and just leave it or use radiator stop leak.

Any info appreciated.

Number 1 - Don't use stop leak.
It's bit hard to tell from the photo, it looks like the lower radiator hose. The o-rings in the connections go bad over time. It's a pretty simple job to replace it.
