Credit application obligation?

In early April I ordered an M240. A few days after placing the order and giving my deposit, the CA requested that I fill out a credit app that he would submit on my behalf.

I promptly filled out the app for approval. I had touched base with the CA a few times after, once or twice asking if the app was completed.

The only response I got was "I will look into it for you" and so far have no information on my application. I didn't bother before because I figured the lock might very well expire before I see my car.

However, it is my understanding that BMW had extended credit locks to 120 days to compensate for long order / delivery timeframes.

So my question is, are there any legalities or other regulations requiring or obligating a dealership to submit a credit application once they have communicated that they are doing so on your behalf?

I realize this is kind of the polar opposite of requiring your permission before submitting an application, but wondering if they did not submit my app before the May rate increase if they are somehow obligated to honor the rate I would have got had they submitted it when they said? I have top tier credit

You don't need the dealer's help to submit the credit app. Just do it yourself on bmwfs.

Thanks, yes I am aware, but my point in asking is that if they tell me they are submitting on my behalf, are they then obligated to do so? After all, I may have otherwise done it myself or applied with a credit union or other lender.
