E93 335i no boost p0237

Just rebuilt the turbos and replaced the wastegate flappers.
Replaced wastegate solenoids
Installed charge pipe and blow off valve
And I still get a p0237 code stating low boost on sensor circuit A.
All vacuum lines have been checked.
Hooking up a vacuum guage to the inlet of the wastegate solenoid shows 15 in of mercury but on the outlet I get 10 in of mercury at start up and then it drops to zero and the check engine light comes on. I tested the wiring at the connector and get 12V on one side and 5V at the signal side for both solenoids.
When I bypass the solenoids and give the wastegate actuators full vacuum it reads 4 psi of boost up to 3000 rpm and then the car starts to buck and hesitate.
So I know the turbos can build boost.

Also it has developed a misfire and blows a bluish smoke, burning oil. So I've cleaned up the spark plugs to try and mitigate that.

MAP sensor is also brand new and has had to be taken out multiple times to clean oil off of it. My guess is that there is leftover oil in the intercooler from before the turbos were rebuilt.

Any ideas on why the computer is disabling the wastegate solenoids and still throwing a p0237 code?
