Wastegates open at 11-12psi no matter what . Thoughts ?

I have a 07 sedan FBO with jb4 and MHD bef on map 5 or 2 as i hit 11-12psi the wastegates will open up so it doesn’t build any boost . Even in map 6 set for 18psi at each Rpm it does the same thing . Any help would be greatly appreciated

When is the last time your replaced all your vacuum lines? Are you running stock turbos? The boost solenoids are going bad would be my first guess though
