Active autowerke bov open on idle?

Hey trouble shooting a AA BOV. Picked this up second hand so may have been tampered with. After searching I found some people saying theirs is aslways closed and only opens on when you let off the throttle under boost.

-Mine is fully open on cold start and blowing air out.
-When it warms up there no air coming out but is fully open.
-Under throttle it will start to close at 3-4k
-Under full boost it is still cracked open like 1/8 of an inch

The BOV should be closed all the time, until you lett off the gass.. If it's open during acceleration you're loosing boost...
