Is there an oil line to them or does it just get it from the oil blow by?

In General a turbo has a bushiing or bearing that is not directly lubricated. Oil or water is used to cool the turbo rather than lubricate it.

Oil is used to mainly lubricate the turbo, but can act as cooling. Coolant is used for cooling.

Just to add to that, many journal bearing turbos are exclusively oil-cooled, but ours are water-cooled and oil-lubed/cooled.

And oil, in this application, IS acting as a coolant (well, in all applications really).
As far as I know, there are not any oil cooled DBB turbos on the market......
