Washer pump failure or something else?

Hello

So recently the tempa dropped below freezing where i’m from and i remember being out of fluid in my washer tank. Topped it up but my washers and wipers are not working. I have checked the fuses. You can hear the relay click while using wipers alone. But when i pull the stalk a slight click can be heard from the pump. It does this twice and then won’t even click. Is this a sign of pump failure or could it be frozen? I did get the engine warmed up in case its frozen, but since the pump is pretty much outside of the engine bay i’m not sure if it will be enough to defrost the pump. Any ideas before i get the pump replaced?

If you don't hear the pump buzzing while holding the stock pulled then it's dead.
But what confuses me is that, while pulling it, your wipers are not activating as well? If that's the case then something else might not be working.
