Will breaking this affect vacuum?

Might seem simple but I couldn't really see if this blue highlighted piece is a functional part of the valve cover or pcv or whether this is just for mounting the fuel rail to?

The car runs like crap after a vcg replacement and the only thing that isn't right is that I broke this piece.

According to a guy on Reddit this is part of the pcv system and not just the mount.

Good news I guess as at least I know what is wrong now.
