I have an 2006 323i with rear wheel drive
I have a yellow icon on my dash for steering wheel lock. I tried the common fix for this, using Tool 32: I searched for CAS.prg, scrolled down on the jobs list, and double clicked on two files: steuern elvcounter cas loeschen and the same file with elv instead of cas.

I still have the issue, though I can now turn the steering wheel. This is not preventing the engine from starting.

Next solutions to try are updating the CAS with WINKFP, and after that, installing an emulator, which not an easy DIY.

Can steering wheel lock cause the rear wheels to lock?

After shifting into neutral, the rear wheels, off the ground and released from the brakes, move freely but are limited in rotation to an inch or so before they hit something, i.e. the transmission.
