Angel eyes not working after replacement and short circuit counter reset

So I have a pre-lci e91 with xenons. the passenger side angel eye has been out for about 2 years and the driver side for about 2 months. i finally decided to work in fixing them so ordered some lux v8s. installed but would not light up (confirmed the lights worked with a 12 v battery). tracked my way through the wiring/fuses and didn't have any obvious issues with wiring and no blown fuses relating to the lights. researched and found the frm short circuit counter needed to be reset so i did that with protools. still no success. i'm a little lost on what to do. anyone have any guidance/next steps?
