No crank no start

-I tested pin 21-34 on the cas 12.7 volts available and pin 12-25 for ground no apartment short circuit and ground is supplied I also tested engine ground no issue there it seems like an internal issue in the the cas module itself but can you explain further how to test the internal starter relay and why it isn't replaceable.
