Buying BMW in Germany

Greeting everyone! I was wondering if there are any active BMW enthusiasts from Germany that could provide me with some advice regarding purchasing a BMW in Germany.
I will be going to Europe mid May and would be looking to buy a reliable BMW as I will spend next couple of years on the road throughout Europe. I looked at the mobile.de website and it seems that within my budget are only e91 generation BMWs (I am looking to buy an estate and spend up to 11,000 euros). So I would appreciate any advice on buying, i.e. should I buy from a dealer or private, what dealer would you recommend (any part of Germany), or if you are aware of anyone that is planning to sell their e91 that was well taken care of.
I also noticed that some of the dealers are showing their prices as VAT reclaimable Netto price and some just Brutto price. Do you know why is that?

Normally his business involves exporting a car to you but in your case it should go quickly. Very pleased so far with his work.
