320d M47 drives really badly

Hi, I have an e90 320D from 2005 M47, when it is below 2000 rpm it can't pull at all and really struggles to get up (it's really bad going up a hill and it really uses a lot of fuel doing it) When I give it a kickdown, it makes a big difference whether it pulls really well or not. it really has a life of its own. Runs a little better when warm but not much. I think it's the nozzles that are bad myself, but just want other people's opinions on it.

No leaks in intake (has smoke tested it).
I have done a return measurement on the nozzles and it looks fine (when it was hot).
No errors with obd tester.
Changed turbo to another used one but no difference.
EGR delete.
Flaps delete.
Particulate filter removed.
