N52, is this enought for timing to be not in sync? VANOS p0015

I have been battling P0015 Code for nearly a month. I have tried so much

-Vanos Solenoids, swapping and getting new oem

-Oem sensors

-New oil

-Checking oil filter gaskets and making sure no missing elements

-Vanos filters

-Checking Vanos bolts

The time has come to open Valve cover to check for the Vanos bolts if they are sheared but they seem perfectly intact. The only thing I could see to be out of order might be timing. Is this enough to consider camshafts out of time. Exaust matches perfectly with vanos gears but intake seems to be outcentered slightly. Can this be considered out of time?
