How to go about this for installation?
Remove the bumper first then to muffler shop for exhaust installation, then back to body shop to cut bumper for tips opening?

nope ... you can install it and then go to the body shop and install the tips ... no need to take your bumper off at all

it should be street legal ... you are just replacing the mufflers ...

search and you will find tons of pics with it on the car ... I had it on my car with single tips.
