E93 front mudflap installation help

I am planning to install mudflaps on my 2008 e93. I have checked the DIY thread about mud flap installation. It looks simple. However, the front panel on mine does not have any plug as shown in the DIY guide. How do I secure the top section of mudflaps then? Do I have to drill holes directly on the lip of the front fender? BTW, the parts number of front mudflaps are the same for all e90/92/93.
