that can be good and bad! the rich folks who like to speed and dont care about speeding tickets will think twice...

then you got the poor folks who would normally be afraid of speeding tickets because they don't want to pay the fines...now aren't as afraid...

Well, it affects the poor folks the same as the rich ones. A $50 ticket would still be a big deal to someone who's making about $4 per day ($4 X 12 = $48).

The rule seems perfectly fine in my book.

Well, according to the article, "if the speed had been 80 km/h the fine would have been only 115 Euros". So it's not like the law says if you're 1km/h over speed limit, you have to pay an arm and a leg. It does give you a bit of room before you're royally f***ed.
