Washing Hard Spots

So i tried ONR for my first time and it worked really well. Only problem i have is i cant seem to scrub off the dirt on sideskirts or in the wheel wells. I scrubbed with the ONR and a Grout sponge but its pretty stuck on there.

Whats the best way to break this dirt up and get it off of there?

I don't think you are suppose to "scrub" with ONR. Its not really made for wheel wells either.
