San Diego: City Treasurer's Business Tax Programm

As if California was not raping us enough, i just got a letter from The City of San Diego.

"Blah blah blah, you filed a business tax return in 2006, so you have to register with the Business Tax Program. Please flip the page for the fees"

Apparently they want me to pay them $302. This is fucked.

First of all, i've been a sole-proprietor/independent contractor, filing business tax returns since 2001, NOT 2006.
Second, i have NEVER EVER heard from City of San Diego about this.
Never received a single bill or letter about this.

So now they want me to pay
$84.43 for 2006,
$74.92 for 2007,
$66.49 for 2008,
$34.00 for 2009 and
$42 - processing fee.

Does anyone know wtf this is? Did you receive these letters? I suspect i shouldn't tell these fuckers that i've been running my business since 2001, or they send me another bill....

I'm pissed off as hell. Every time i check my mail, there is a new bill from the places i've never heard about or had no idea that owed them anything.....

i swear, all these people are coming out of woodwork claiming i owe them money...

California Franchise tax board sent me 2 letters. Apparently they think they overpaid me $600 in 2004 and another $600 in 2005, because i claimed child credit. So they want it back, but there is a little clause saying if i provide a *NOTARIZED ORIGINALS* of every single check i wrote to the daycare place in 04 and 05, they will drop the fees, however, it will have to be notarized in presence of both, me and the daycare provider.... Cash receipts are not accepted, which is what i have. I paid cash and got receipts, which i still have. Every single one. So i suspect this $1200 will be taken out of my state tax return.

2 days after that i receive a threatening letter from LA County probation department, claiming that i owe them $2800 immediately. My probation was competed 10 *YEARS* ago, but they still claimed that i owed them money. Thankfully after 3 days on a phone with them i convinced them to re-check everything again and it turns out that i, in fact, don't owe them anything. Duh! That's was one of the conditions of my probation - it wont be over until i pay.

And now this.... just my luck...

I was unaware of the Business Tax requirements for the City of San Diego and my business
has been in operation for some time. Am I still subject to any late fees?

Yes. All non-compliant Business Tax accounts are subject to penalty and interest assessments.
Which essentially means "We did not do our jobs. Pay up, bitch"

I do my own taxes, plus there is not much accounting to a 1-person computer consulting business with 3-4 1099's.

And what does it have to do with an accountant? They want me to pay late charges for '06-'08, yet they haven't bothered to send me a single bill. I usually keep on top of my bills, and $34 would not be a problem, if i actually got a bill, and now i have to pay because someone in the city administration didn't bother to do their job for 3 (well, actually 8) years.

Just got off the phone with these fuckers...

Apparently you are supposed to pay $34/year + 1 time $17 zoning fee + 1 time $25 transaction fee.

Here is the funny thing - up until this year City of San Diego had no billing system setup for this, so they had no idea who paid, who didn't pay and had no way to send bills to people, so it was up to the business owner to go, apply for a business license (which apparently is mandatory) and pay $34 every year... i don't think it can get dumber than this.

So this year City of San Diego signed some kind of contract with California Franchise Tax Board to get the data on ANYONE living in the city and who files business tax returns. Fortunately FTB refused to provide more than 3 years of data, so this is why i get the bill from '06 and up, but not for previous years.

So if you own *ANY* kind of business (even if you have a full time job and freelance on a side) you MUST apply for a business license and renew it every year, as long as you file business tax returns. Same for independent contractors getting 1099-MISC.
