Dunno. Maybe a wet sanding would help but those look a little too deep for a normal polisher to take out. Since you're from Boston I'm going to PM you a little more information.

that will not "buff out".
in addition to you being cheap and trying to pocket $480, your insurance gave you only a half of what it would cost in labor and paint charges to have the bumper repainted, which is your only option, judging from those pics.

You need to get it repainted, there is no way you can buff that out.

repaint from a body shop. no detail shop can remove those as its the plastic bumper

Most of it WILL buff out. The white stripes indicate that it's paint from the other car and not gauges into your bumper. Get some GOO OFF from home depot. Put some on a cloth and gently rub off the marks. Then was the bumper with water because if you leave the GOO OFF long enough on the paint it will eventually start eating into it.
