It has nothing to do with the discount you negotiate. The $1,000 is in addition to whatever price you negotiate with the dealer, since it is a credit directly from BMW and has no impact on the dealer's profit.

+1, just negotiate final price, then once you go to the accountant give him/her this coupon for additional 1k off

I sure hope you guys are right. The wording doesn't make it very clear.
