jbspeed e90 painted splitters installation

I was wondering how anyone has went about installing the e90 splitters from jbspeed or alike. They have double sided foam tape running along the inside edges of the splitters. Underneath the front bumper on each side of the car is a screw that gets in the way of the splitters. Is is ok to remove that screw or were you able to find the location of where it would be lined up on the splitters and drill a hole into the splitters.

My splitters had bolt holes in them and I just bolted them on, didn't use any double sided tape. They were a pretty tight fit.
