What is this for?

When looking in the bulb compartment of my E92 I notice this screw thing next to the bulb compartment cover. It seems to be attached to a rod that extends right through where the bulbs are etc, does anyone have any idea what it is?? It's awkwardly positioned in the compartment and I can see it getting in the way. It's present on both sides of the car.

PS. The picture is not mine, it's a copy of one that M3-Fast posted a little while ago.
