US Custom's Hold Up when Shipping wheels to USA

Hi Folks:

I am in Ontario and shipping some OEM bmw wheels to New Jersey in the USofA using FEDEX GROUND SERVICE since they are cheap/fast/though to be troublefree. They also have the Michelin PS2's on them.

The wheels' say made in AUstria and the tires say made in Spain. I filled out the FEDEX paperwork i.e. commercial invoice and stated the retail value of this package at about $3200 and stated the contents and originating countries.

Now the wheels are stuck in customs and they are requiring:

1) Social Insurance Number and Credit Card from reciepient to cover the $150 fee for clearance (Which buyer is obvioulsy not willing to do)

2) Power of Attorney for Bond purposes ( i don't even know what the heck they are talking about here but I am not doing it i know that much )

3) Fill this form out for each wheel : http://www.nhtsa.gov/cars/rules/import/hs799short.pdf

My question is have you guys ever had this issue when sending wheels to the US?

At this point I am thinking (also being advised) that I should just get the package back from Fedex, re ship with new paper work and this time declare a smaller value like $600 (instead of $3200 i declared before).

If anyone has been in this situation in the past and knows how to weave their way around it, would you please chime in? Note I shipped the wheels through "FEDEX GROUND".

1) Social insurance number is mandatory for all US bound imports since they need to make sure the package is going to an actual recipient.

2) You have to have a PoA so that the customs broker has the right to clear the shipment on your behalf

3) You don't have to fill that form for each wheel since they are a set, you really only have to fill out your own info and check the box listing that the part/wheel is road safe

It doesn't matter how much you declare because as soon as you say they are wheels, it gets tagged.

The $150 is almost standard for customs broker and may include the duty that is incurred as well.

Thanks Lewis.

I have shipped few wheel sets in the past but did'nt do all this. All did was commercial invoice and thats it. Never had issues.

Also, what about the HS7 form? If I am reshipping would I still it you think? Sorry, can't seem to get straight answer from Fedex guys (and I don't trust them on top of it).
