Is my used Procede V4 Canbus PNP missing a wire??

I don't see the power wires like in the video (black wire that goes back into the green connector). There is a red wire with a connector on the end, but Rob from Vishnu said it's for meth control. Am I missing something totally obvious here?

Yes, can you quote me a price? I'd like to give the seller the option to either refund + shipping or reimburse for the repair costs.

Pretty ridiculous and I'm not sure how the wire would be MIA like that.
