Underhood rust

Is this normal? I was installing grills on my CPO'd car this evening and saw the rust along the underside of the hood. Is this normal? Is there anything I can do to correct this? Is this covered under warranty? Should this have been corrected in the CPO process?

it does not look like rust it seems to me that it could be cosmoline that seeped out and then got dirt on it! BMW used consomoline to rust proof our cars. They are also covered in a wax substance for the atlantic ocean crossing to protect from the harsh affects from the corrosive salty ocean air!

Any way to get it off? Or should I just ignore?

I'm with Hasek on this also. Looks like cosmoline and a decent APC should wipe it off. Simple Green (or something like that) knocked down to 50:50 and a rag should do it for you.

Agreed as well. Use some automotive APC or Simply Green cut down a bit.
