Is it illegal, technically yes. Will cops stop you solely on the fact of your painted reflectors, no. Will cops even notice you painted your reflectors, probably not.

Yes it is illegel, that being said your average police officer will not know.
iif you were to get into an accident, it may be an insurance liabilty, but lets hope that doesnt occur right?

It's a bigger problem for states that have an annual vehicle inspection. They will probably catch it there.

The basic requirement for the reflectors is from USDOT which only applies to the equipment required for the vehicle to be sold. I looked through the California Vehicle Code and didn't find anything there that required it on passenger cars. Other states may be different. I've had clear reflectors on my E46 for 5 years without a problem.
