Well I'm not Exactly Sure Why Some States Do It And Others Don't. . . But I Know Cali Does It For Our Toll Road And Red Light Cameras.

Just keep all your screws and mounting brackets in your trunk and if you get pulled over for not having a front plate, explain to the officer that the holes need to be professionally drilled by your dealer and you were planning on doing it this week and let him know that your being serious by offering him a look into your trunk to see all of your hardware for your plates. It works
