Buy from Ontario and living in Quebec
The dealer from Ontario told me the I have to pay HST then ask for refund from CRA for the 7% Ontario tax and then pay the SAAQ. Please let me know if this is correct or they do not know. Thank you

This is correct.
You will pay full tax on the car and then file the paperwork in Quebec to get the Ontario tax back (BUT you will pay the QST when you register the car). This also applies to financing the car (I assume your question is for paying cash upfront). If you were to finance the car, you will set up a monthly payment which will consider the Ontario sales tax, then register the car in Quebec where you will pay the QST on the car upfront at the SAAQ. Then you will mail the Ontario tax office a letter demonstrating that you exported the car to QC and paid QC tax, and they will send you a cheque back for the total amount of tax that you theoretically paid in Ontario (even though you're kind of paying it on a month-to-month basis, but that's details). [edit] the Ontario process takes a few weeks, so you will be out $4-5k in the process while they refund you (since you have to pay the QC tax immediately on plating).
