I put them on my car a few weeks ago with stock shocks, and the passenger side of the car is sitting lower than the driver. I only have 20,000 miles on the shocks so i dont really think they are blown. Any suggestions?

Might as well swap them out while you are installing the springs, it will save you time and or labor charges.

I haven't even put 1,000 miles on the car. How can I test for a blown shock?

It's intentional. Sit insid your car and have someone remeasure. It should be close.
