It's $115 fine, $80 surchase = $195, that is is REDIC.

will they drop it down if I mail in the ticket- plead not guilty and goto court with a clean record?, and bs excuse of bumper change?

Other no lic plates tickets I see were around $55, this is rape lol, shit is more than I paid for speeding

Or should I just mail the court a picture of it on there and what not?

I got a no front plate ticket, went to court and had it dismissed. Now I use the tow hook plate holder, this way I can take it off for shows.
