It's difficult to make changes in any production line, BMW included. They have to coordinate vendors, inventory, production procedures, etc. They reserve two times during the year to make changes as opposed to constantly having changes all during the year. These times are the spring (~March) and the fall at the model year change. Sometimes there are price increases during these times as well, and sometimes an option will become std.
