i've hit a couple here that felt like it shattered the entire car but my rims were fine. must've taken a huge impact to do that much damage to the rim. i would go after the city to have them pay for a new rim. also i take it to the shop to check alignment and suspension components.

Good luck on getting the city to pay for a replacement rim. At least here in Canada, at best they will pay for a pro-rated cost of the rim and tire because it it techically worn and not new.
Like guys have said, the tire is a risky thing given that it's been resting on the sidewalls. If there are no bubbles or cracks on the inside, maybe, but no guarantees. Is it worth the risk?

you should report it to your insurance agent and they might be able to get the city or the power company to pay for it. there was a thread here by some guy from cali who did that. I dont remember who it was though.

i have the same tires as you... this is what i did to my rear wheel on a pothole in brooklyn last week.
i didnt even bother risking it-- i had to drive on 0 pressure over a mile to get off the highway. put a new tire on and replaced the rim, when they were blowing them out, i bought an extra set of 4 F1s bad news, the F1 GS-D3 in 235/35/19 is on national backorder. tirerack no longer lists it as a size, and discount tire direct has it listed as special order only. i would bring it to a good tire shop to inspect. i suspect you might have a bubble. the damage, if any, should be visible as a tear or a crack near the impact site on the inside of the tire.

You think you have potholes in California? New York has potholes!

some places the road is more patch-fill than actual road.
sad...

I was only doin maybe 25... it was late, I was tired. I ran into the LIPA (power company) the next day patching the hole... so I know who made the hole. I called them yesterday, and they are sending out claim forms... its not just a pothole, it was a hole they dug and didn't fill in properly. I already ordered a new rim, but finding my tire in the correct size appears to be a challenge...

Yup, ice destroys our roads, but only because they're made like crap. Germay has probably more ice and snow than us, and you don't see their roads getting torn apart. I know from my Euro delivery and driving all over Germany. The reason is that in Germany, the pavement is poured about a foot thick. This is too thick for water to penetrate and that keeps the roads from being torn apart. But here in the good ol USA. roads are not even 6" thick..The result is potholes galore and more patches than my old pair of wrangler jeans.
